Seriously. The government has known about this for quite a while. Intentionally messing with emissions and management to spew unburnt hydrocarbons. I’m not a fanatical tree-hugger, but there’s a point to be made here. What’s bad for a manufacturer isn’t bad for a citizen to do? VW can’t sell a dirty car but the moment I take delivery of their clean burning green car I can make it blow black smoke like that without penalty? There’s no factory option for the coal roll package?

Tougher to crackdown on things individuals are doing vs. a large corporate entity. I’m sure if a cop saw it they’d do something about it but only if the dude is going 10 MPH over the speed limit.

It IS illegal and they WILL get ticketed, but an officer has to see it happen, know the law, and choose to write a ticket. In states where emissions are checked, any modification will be seen during the inspection.

VW sells cars across the whole US. To do that, you have to agree to certain federal rules and regulations or you will face fines. They broke said regulations, so now they face fines.
A coal rolling bro who performs illegal modifications to his sweet lifted Ram may or may not face punishment by the state in which he coal rolls if said state has anti-coal rolling laws on the books and has a law enforcement apparatus ready and willing to enforce the law. Absent all that, the coal rolling bro will not face penalties. It is of course federally illegal to tamper with any emissions equipment at all, but it’s not actually possible for one federal agency to police this across every single state. Local LEO might be willing to help, but this is not going to be a major issue on anybody’s radar. From their perspective, prosecuting speeding and other moving violations is more important for safety (and by that I mean $$$) than it will ever be to stop bros from rolling coal.
It’s true that there are online communities of people who purposefully roll coal, but this is not really enough to garner federal attention even given the illegal activity.

Yea. It’s illegal for an OEM to do lots of things. That doesn’t stop every car owner from mounting their license plates lower than allowed or anything else.

Federal standards apply to manufacturers, its up to states to regulate what happens to cars after they’re sold.
In states that require annual emissions testing on diesel trucks, “rolling coal” can’t happen (or, at least, not for very long, as those modifications would have to be reversed to pass the next inspection).
Personally, I think its insane that there are so many states where an annual safety inspection isn’t mandatory. It would be one thing if most people were diligent about maintenance and kept their cars in good shape on their own, but we know most people don’t, so think about how many cars with bad brakes, bald tires, cracked windshields, and other major hazards are running around those places.
Emissions testing is the same story. I’m not one for heavy handed government regulation, but the fact remains that air quality has improved dramatically since the late 1960s when modern regulations came into effect. Modern cars emit only a tiny, tiny, fraction of what came out of the tailpipe decades ago, and our cities are cleaner, healthier, and more livable as a result. The improvement has been dramatic, and has been to everyone’s benefit. As in most things, your rights end when they begin to intrude on someone else’s rights, and spewing harmful emissions into the air definitely falls under that.

Edge, once the largest manufacturer of the tuners that provides these truck owners with a means to defeat the emissions equipment, was hammered by the EPA recently. You can no longer purchase such a tuner from them. H&S performance ( another big player in the Emission-delete game for diesels) temporarily shut down production, then re-opened their doors as a new company, H&S Motorsports. No more delete tuners for them. There are still some companies selling them, but the EPA has hit hard at a supplier level.

because rollin coal is as easy as changing a programmer or tune. see a cop and switch it back. Going in for an emmisions check? Put stock tune back on and good to go. Also large trucks are able to skirt epa things. Thats why on dealer lots they dont have MPG rating on them

Going after what is technically an aftermarket modification is a slippery slope. Yes, rolling coal is a bit excessive. However, in the eyes of an EPA bureaucrat, what is the difference between rolling coal and ANY aftermarket modification that increases pollutants? This could allow local municipalities to issue fines for ridiculous reasons. Bought a higher lift camshaft? $200. Put a big wing on your car? Oh, that affects fuel economy, $75. Not buying Low Rolling Resistance tires? Well the county will tax those another 15%.

I am the proud owner of a 03 dodge ram 2500 with a cummins engine, i have a 3” exhaust and muffler to give it a bit of tone, but never installed a reprogrammer, nor i intend to, nothing more stupid than these fools, wanting to show they have a big truck, extending thir mirros, and poluting our enviroment. Punish them all!
